Program Officer for Aquaculture
based in Jakarta, Indonesia
The Program Officer will be part of the IDH Aquaculture Program team and will focus on the development of guidelines for financing sustainable aquaculture in Indonesia, working in alignment with other relevant activities undertaken by IDH in Indonesia through other programs.
IDH Aquaculture Program in Indonesia and the link with Innovative Finance
In Indonesia, IDH has been working in aquaculture (primarily in shrimp farming), palm oil, coffee, cocoa, and spices, reaching 40,000 farmers in coffee and many more in other commodities. IDH has MoUs with provinces and regencies in the landscapes that we are working in.
Our Aquaculture Program in Indonesia identified that unlocking access to finance, primarily from the private sector, is a key challenge for enabling more sustainable business practices. This is primarily due to the perception of high risk from the perspective of the investor, which is exacerbated by general lack of track record amongst producers.
At the same time IDH has started engineering financial mechanisms towards sustainable agriculture in other geographies and commodities. For example, IDH joined forces with Barry Callebaut, the world’s leading manufacturer of chocolate and cocoa products, and IFC, a member of the World Bank Group, to create a risk sharing partnership of USD 9 million to cover up to 103,000 smallholder cocoa farmers in Cote d’Ivoire by 2020. The three organizations will provide in-kind credit to farmers in the form of inputs and farm services, with the result that farmers will become bankable.
Together with the Walton Family Foundation we have identified the need for developing investment guidelines for sustainable aquaculture in Indonesia as to unlock the private sector investment into sustainable aquaculture. The engagement of stakeholders as to develop such guidelines will be the primary responsibility of the Program Officer. The Program Officer will also work with the Aquaculture and Indonesia teams to identify next steps and potential opportunities for IDH engagement in sustainable aquaculture in the country.
To deliver the abovementioned outputs, the Program Officer for Aquaculture in Indonesia is directly reporting to the Aquaculture Program Director (for technical matters) and to the Senior Business Development Manager (for finance matters and people management), with the further oversight given by the Indonesian Country Director. This role has four key areas:
Responsibility for supporting the management of the Aquaculture Program and help designing the investment guidelines for sustainable aquaculture and help guiding the process that would require the close engagement with the feed industry, other aquaculture players, relevant government agencies and financial focus. Particular focus on legal, investment and the knowledge of feed industry that can debottleneck barriers for investment.
Responsibility for the support of relevant sector alliances that will enable the acceleration of sustainable change linking with both the aquaculture and finance/investment sectors.
Responsibility for exploring and developing opportunities for the Aquaculture Program in Indonesia, including grant proposal writing;
Responsibility for liaison with Program, Learning and Operational teams ensuring effective working and efficient outcomes.
Accountability for meeting or exceeding own objectives and personal development plan.
Core Job Functions
Convening and engagement
Proactively engage key partners in the aquaculture sector such as farming and processing companies, the feed industry, associations, financial institutions and the government.
Support the planning, organization and coordination of events and workshops as required.
Maintain contacts with existing program stakeholders.
Maintain the networks for the different programs and contribute to further development of the program. If there is no senior manager in a sector, this role provides the key contact for IDH.
Operational program management
Responsibility for supporting the development and implementation of the Aquaculture Program, with particular focus on program administration, program development, financial reporting, logistics and research.
Supports the organization of input from the program partners to enable the development of investment guidelines as well as development of next steps or possible investments (e.g. potentially program pipeline and deliverables)
Working and thinking at Master degree level.
Strong knowledge of financial administration and budgets.
Good experience in project and stakeholder management.
Knowledge of the sustainability issues in the aquaculture sector (especially in shrimp farming), including experience in Indonesia.
Knowledge of financial mechanisms and innovative finance a plus;
Proficiency in Microsoft Office, especially a very good working knowledge of Excel and PowerPoint.
Active-, service- and detail-oriented, analytical, structured and business minded.
Excellent spoken and written communication skills in English and Bahasa Indonesia (required).
Authorized to work in Indonesia
Able to adapt and thrive in a fast-paced environment.
